The problem is a simple one which is psychological. Jews believe one thing and Palestine's believe differently. The govt officials which try to please the massess do so mostly for their own agenda and that of the ruling govt party. So the rocket launchers try to eliminate the 'agreemets of peace' by intimidating civillans with pain and death. Sad but true.
